Works collaboratively with the human resources team to ensure each functional area encompasses best practices for creating and maintaining a productive, equitable, inclusive, and diverse culture. Manages the cultural and operational alignment of diversity. Mediates and facilitates discussions between parties to achieve an effective resolution and increase understanding and sensitivity to difficult issues. Develops and conducts training and development programs on diversity. Serves as the primary point of contact for employees throughout the organization who wish to report and/or discuss discriminatory acts, disrespectful behavior, or other concerns stemming from diversity. Acts as the lead investigator in collaboration with the Senior Employee Relations Manager, for discrimination, harassment, and/or retaliation complaints.

Provides leadership and coordination of functions and activities in support of the Agency's commitment to equity and diversity.

Develops and implements new diversity, inclusion, and equity strategies that meet stated goals and objectives.

Monitors organization-wide policies, procedures, communications, and actions to ensure the fair and equitable treatment of all EOC employees. Eliminates barriers to opportunities that may cause ethnic and racial disparity at all levels within the EOC.

Mediates and facilitates discussions between parties to ensure mutual understanding of specific facts and circumstances, allow each party to openly and safely discuss concerns and experiences, and to increase greater understanding and sensitivity to diversity. Provides coaching and mentoring support to supervisors, managers, and leaders who may have questions about or struggle with diversity issues.

Works collaboratively with all EOC staff to promote and incorporate diversity into everyday work functions and activities. Demonstrates through communication and action the commitment and importance of diversity within Fresno EOC.

Collaborates with the Talent Acquisition Manager to:
*Identify and establish diversity goals and objectives;
*Evaluate the efficacy of the employee requisition process to ensure knowledge, skills, and abilities requirements are aligned with the work to be performed;
*Develop sourcing strategies targeting racial and ethnic minorities, women, and other underrepresented groups;
*Develop reporting mechanism(s) to monitor the effectiveness of various sourcing campaigns;
*Ensure appropriate use of language on all communications to comply with federal, state, and local employment laws
*Review application forms and processes to ensure all protected groups receive equal access and treatment during the application process and throughout the selection process;
*Review and approve recruitment analysis reports;
*Leverage data to make change recommendations to recruitment and selection processes and procedures, and help remove barriers as needed.

Collaborates with Training and Development Manager to:
*Create a "learning" environment that fosters the professional growth and development of employees, contribute to leadership development, and support succession management to result in an equitable and racially diverse leadership, management, and supervisory team;
*Identify high potential employees throughout the organization who should be proactively offered the opportunity to engage in leadership development activities and succession plans;
*Remove barriers to development that may result in future ethnic/racial disparity;
*Assist in creating training and development reports to measure and monitor the effectiveness of development programs;
*Develop and deliver audience-appropriate diversity training at all levels throughout the organization.

Works collaboratively with the Compensation and Benefits Manager to:
*Evaluate pay and benefit practices;
*Review periodic reports to ensure practices are fair and equitable;
*Identify and resolve potential concerns.

Works collaboratively with the Employee Relations Managers, Generalists, and Support Team to:

*Create an environment that fosters a culture of accountability, fairness, and consistency in the administration of policy and procedure;
*Monitor any underlying concerns of employees within the organization related to opportunities for growth and advancement, discrimination, harassment, retaliation, and other issues that undermine the desired culture;
*Remove barriers to opportunities;
*Provide coaching and counseling on issues calling for racial sensitivity as the organization undergoes its cultural transformation.

Creates measurable annual goals for EOC's diversity, inclusion, and equity initiatives; and assesses progress toward achieving goals and establishing best practices.

Serves as the primary point of contact for employees experiencing or witnessing discriminatory, harassing, or retaliatory behavior.

Investigates promptly, all claims of discrimination and harassment. Provides timely and effective communication with those impacted.

Maintains complete and accurate records of complaints brought forward and the actions taken to address and resolve issues. Utilizes the HRIS system.

Completes all federal, state, and local reporting.


Master's degree, doctorate preferred with major courses in human resources, public administration, psychology, sociology, diversity management, or related field of study. A candidate with a Bachelor Degree and outstanding qualifications, and experience will be considered.

CDP (Certified Diversity Professional) and/or PHR/SPHR designation preferred.

Minimum of five years of relevant work and management experience in developing and implementing diversity, inclusion, and equity initiatives.

Successful experience in a multi-ethnic, pluralistic environment.

Knowledge of and ability to interpret and apply federal and state employment laws.

Experience conducting internal investigations in an objective, fair manner to ensure all voices are heard and an appropriate decision is achieved.

Proven ability to work collaboratively with peer group to create and maintain new systems aligned with a vision of diversity, inclusion, and equity strategies and supportive business plans.

Ability to generate energy, create commitment and provide direction towards diversity goals and objectives to promote and foster inclusion, equity, and tolerance.

Excellent interpersonal skills that contribute to a respectful and collaborative work environment.

Ability to :

*Present information and respond to questions from diverse groups of individuals;

Ability to work effectively with external consultants and vendors and to negotiate business agreements.

Maintain a valid California driver's license and automobile with adequate insurance.
